This changes license-bearing plasticreds to universal-use plasticreds. Since plasticreds usually have some sort of license, universal-use ones make a lot of citizens very suspicious ('Um ... I just need to get a bag for your purchase! I keep them in the back by the confession booth! I'll be right back!'). Adding new licenses removes this suspicion. Upon malfuction, it replaces licenses with a ridiculously strict license that cannot be removed ('Only good for buying expired REDdimeals from the Armed Forces Commisary in DCF Sector.').
